God gives promises in the Law and the Gospel, but they are very different kinds. The promises of the Law are conditional, IF this THEN that. The Gospel promise has no conditions. It is pure gift.
Luther discusses this difference in his commentary on Genesis 32.
This is part of the proper distinction of Law and Gospel, and an important part of our spiritual battle.
C. F W. Walther picks up on this distinction in the first of his evening lectures which would be published as The Proper Distinction between Law and Gospel.
